City of Mill Valley

1 Hamilton Affordable Housing Project

The Housing Workshop was engaged by the City of Mill Valley in 2019 to assess a list of City-owned properties for potential development as affordable multifamily housing. THW formulated a set of threshold criteria (e.g., minimum site size, environmental constraints, and proximity to community amentias), conducted a preliminary analysis, and created a short list of  the10 most suitable properties, and after further consultation, narrowed the list to 3 properties with strong reuse potential.

After City Council consideration, 1 Hamilton Drive was selected for further focus. This site of approximately 1.7 acres, is located adjacent to the City's Public Safety Building and across the street from a popular park with active and passive recreational uses. The Housing Workshop was commissioned to draft an RFP for non-profit developers to develop approximately 40 affordable units. This project would be the first affordable project in Mill Valley in 4 decades. THW supported circulation of the RFP, responded to questions from interested parties, and advised the selection committee.

Ecumenical Association for Housing (EAH Housing) was selected to develop the project, with the City contributing the site. Working with the community, EAH and its design team have planned a 45-unit project with a mix of studio, one-, and two-bedroom units, a community room, bike storage, and 63 parking spaces.

The project is moving forward to secure financing, with groundbreaking expected in 2027.
